US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Growing Impact of Federal Closure
The effect on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.
President's Proposal from Golf Course
As weekend session got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is truly better for the consumer," one senator said.
Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Reaction
Democratic senators expressed alarmed reactions to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another senator responded to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another way ahead" after Republicans rejected an proposal to reopen the government and extend the payments for a year.
Another senior Democratic senator continued in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the tax credits.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Some analysts indicated that the core of such a plan would remove the ACA's mandate that insurance companies cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough support in 2017.
