BBC Gaza Film Deemed a 'Serious' Infringement of Media Rules, Says Ofcom

The public service broadcaster was found to have committed a "significant breach" of broadcasting rules by omitting to mention that the presenter of a programme about Gaza was the child of a Hamas administrator, according to regulatory body Ofcom.

An investigation by the media regulator into the programme Gaza: How to Survive a Warzone has determined that the programme was "substantially inaccurate".

The BBC's director general had already issued an apology, saying there had been "a serious error in relation to accuracy".

The authority has directed the corporation to broadcast a evening declaration about its findings.

"Given this constitutes a serious breach of our rules, we are directing the broadcaster to transmit a message of our determinations against it on BBC Two at nine o'clock in the evening, with a timing to be confirmed," it said.

'Risk to Damage Credibility'

The watchdog's report stated: "The inquiry we conducted determined that the documentary's lack of disclosure that the voice's parent occupied a role in the Hamas-controlled authority was materially misleading.

"This implied that the viewers did not have vital facts which may have been very significant to their judgment of the presenter and the content he provided.

"Credibility is at the heart of the connection between a television network and its audience, especially for a national broadcasting corporation such as the British Broadcasting Corporation.

"This failing had the possibility to undermine the significantly high degrees of trust that the public would have placed in a documentary produced by the BBC about the Israel-Gaza war."

The programme was withdrawn from the BBC's streaming service in the month of February after the presenter's personal associations emerged, and in July an corporation's own inquiry found it breached the corporation's editorial guidelines on truthfulness.

A corporation official commented: "The authority's determination is in line with the conclusions of the internal assessment, that there was a serious error in the programme in relation to the BBC's Editorial Guidelines on factual correctness, which aligns with regulation 2.2 of the regulator's media standards.

"We have apologised for this and we accept the authority's determination in its entirety. We will follow the directive as soon as the schedule and wording are finalised."
